I know that cause the 2 seasons of To Aru Majitsu No Index I had from TV in the beginning and Blu-ray episodes afterwards, the quality and design is tremendously different.
P.S.: Not to mention that this is a MOVIE !!!

Synopsis:
Our favorite protagonist Touma gets himself in trouble once again as the magic institution has something up their sleeves! Be amazed as our heroic protagonist manages to dodge millions of magical projectiles firing at him from powerful demi-god level magicians and sorcerers, and for when he actually does get hit by giant lasers, they don’t do jack! All of this will happen scattered between scenes of Touma stumbling upon Index or Misaka while they are changing or showering, up to the final climactic conclusion of when the bad guy gets beat because Touma punches him in the face with his right hand. Yeah, that bad guy, the bad guy wielding the retardedly powerful magics.
I just hope in this anime, Touma and Accelerator and shown in the same scene more often.

S2 of Railgun will follow the Sisters Arc if anyone is interested (of course you are) and involves what Mikoto was doing when she found out about the Sisters and leads up to Touma beating up Accelerator so it crosses over to the main story. Read this on ANN.
And the new game Toaru Majutsu to Kagaku no Emsemble is considered a prequel to this movie.

@Chisel: Finally there is someone else in this world who realizes just what this series is…..Kamijo Touma punching girls, there really is nothing else to this series. Despite that I remain an avid fan, besides J.C Staff always has lots of cute girls in their shows. Not that that has anything to do with me watching it………………
